Where can we do it locally?
Tolmers, Phasels Wood and Well End Activity Centres all provide Climbing on their purpose built towers and walls. The Centres can also provide instructors.
Other non Scout owned artificial walls include Brunel University, Hertfordshire University and The Climb at Amersham. These organisations may or may not be able to rpvide instructors that satisfy the requirements laid out in POR for Commercially Led Activities. These centres may or may not let you instruct your own group even though you satisfy the requirments of The Scout Association in POR.
The closest "real rock" to Hertfordshire is Harrisons Rocks in West Sussex, or many crags in The Peak District.
What permits do I need to run it myself?
An adventurous activity permit is required if want to instruct Climbing yourself at a Scout Activity Centre, another artificial wall or on "real rock". More information can be found in the factsheet available from Scoutbase http://www.scoutbase.org.uk/library/hqdocs/facts/pdfs/fs120452.pdf
